Description of module content:

The public sector makes up around 40% of most developed economies. Yet accounting and auditing rules and techniques are almost entirely focussed on the private sector. In many important respects, the public sector deviates from these, but this does not form part of traditional accounting programmes. The working context of the public sector is also different from the private sector – greater levels of accountability (and therefore reporting), the political context of budget setting (especially around tax), and difficulties around what actions to take (policy development) and how to measure success.This module therefore offers you an insight into the workings and processes of the public sector, with particular attention focussing on the annual cycle of budgeting, performance monitoring, and outcomes reporting. This module will contextualise public sector accounting within the theoretical frameworks – value for money, new public management, and public value – that have dominated contemporary academic and practitioner debate. The module will provide you with a conceptual understanding of the sector, as well as knowledge of the specific accounting issues that it faces. It will also provide you with the skills and knowledge to work effectively within a public sector organisation, or to begin further research and study in this area.

Upon completion of this module you will be able to

legal framework within which it operates, in an international context.

LO2: Critically evaluate the financial cycle within the public sector, including raising
money, budgeting, spending control and financial reporting.

LO3: Critically assess the main themes of academic research into the public sector,
including new public management, value for money, public value, and the
political context of public sector finances.

Face To Face Lecture 22 Lectures will achieve at least one of three things: a critical appraisal of key theories regarding the public sector, or key articles on the public sector; a developed case study that demonstrates the impact of these issues in practice, with examples drawn from across the globe; or a guest lecturer to bring practical and personal insight into the topic in question.
Face To Face Tutorial 10 Tutorials will support your learning in a number of ways: you will learn skills in reflection to support your coursework; you will engage in discussion around key texts or events that provide insight into public sector accounting issues; and you will present your emerging ideas for your coursework via a short (c.5 minute) presentation in front of the class. This will also support the development of your wider knowledge of the public sector through listening to others' presentations.
Online Guided independent study 168 In your independent learning, you will primarily focus on researching and writing your coursework submission. This will be supported at two specific points: you will complete an outline of your proposed topic in week 5, and receive formative feedback on it from staff; you will also produce a 5 minute presentation of your chosen topic around weeks 7 and 9. Some further preparation for specific tutorial classes will also be required.

Essay 80 1~2~3 Week 13 , WORDS= 3000 words This will be a substantive piece of work around one or more aspects of the financial cycle in the public sector, including consideration of one or more relevant theories (new public management, public value etc) within a context chosen by you. That could be thematic (i.e. one aspect of the financial cycle, all of which are covered in LO2) and/or geographic, giving you the opportunity to focus on the development of the public sector anywhere in the world.
Reflective Log 20 4 Week 13 , WORDS= 1000 words This assessment will be a short reflection on the process of researching and completing the coursework for this module. It will be based on the models of reflection discussed in tutorials early in the trimester.
